Noticeboard editor runtime dependencies

The editor is application-owned JavaScript and PHP code; it adds no bundled
JavaScript or Composer package. The server uses PHP ext-dom (libxml2).

This product includes PHP software, freely available from
<http://www.php.net/software/>.
